This spell is a variation of Zone of Harm.

When you cast this spell, sharp shards of ice rapidly grow in the area. Any creatures in the area when the spell is cast or entering the area during the duration must make an Agility Save. Failure results in taking Cutting and Cold damage, success reduces the damage by half.
